They need security. You should be able to pay respects to loved ones without the fear of being robbed in broad daylight by trashy people.
Horrible , grass is always long , weed eater , seems to be never used and when they do cut the grass , it is left on the tombs . A fence needs to be erected to protect the graves and sometimes the visitors . Just a sad situation , that is getting worse !!
